La inversión de que trata el artículo anterior, será controlada para el Ministerio de Educación Nacional, por cuyo conducto deben pasar para su autorización las cartas de pedido. Sin este requisito, que se establecerá con la certificación del Ministerio, no se fenecerá las cuentas respectivas que deben rendirse a la Contraloría General de la República en la .forma ordinaria.
