Defraudaciones en el pago de derechos . Cuando el Ministerio de Comunicaciones compruebe alguna irregularidad por parte de los concesionarios o licenciatarios de los servicios postales en el pago de los derechos pecuniarios o cánones a los que están obligados, sancionará al concesionario o licenciatario con multas sucesivas cuyo valor podrá oscilar entre cien (100) y quinientos (500) salarios mínimos legales mensuales, sin perjuicio de que, por reincidencia se ordene la caducidad del contrato o la revocatoria de la licencia.
