Con el fin de propender por la utilización de fuentes alternativas de energía y para estimular la generación de empleo productivo, especialmente en microempresa, el gobierno nacional creará los estímulos convenientes y necesarios para favorecer a aquellos usuarios que consuman gas combustible. Dichos estímulos se orientarán, preferencialmente, a facilitar la adquisición de equipos industriales o caseros destinados a microempresa que consuman gas combustible.
