La Nación apoyará con personal técnico, herramientas y cuantos auxilios sean necesarios, las faenas de mingas de trabajo gratuito y voluntario que aporten los Municipios del Departamento de Nariño, para el fomento de colonización, de carreteras y demás obras de interés general.
