En guarda del equilibrio presupuestal, no podrán otorgarse concesiones o rebajas especiales de rentas o ingresos, ni ampliarse los plazos para cumplir inversiones forzosas que afecten el producto de cualquier renta o ingreso aforado en el presupuesto. Quien las conceda será responsable por tales valores ante la Contraloría General de la República.
