de esta Ley, deberán ser incluídas en los Presupuestos de 1964 y 1965, en un 50 % para cada vigencia. Pero en caso de no ser incluídas, el Gobierno queda ampliamente facultado para abrir los créditos y hacer los traslados presupuestales para el fiel cumplimiento de esta disposición.
