Autorícese al Gobierno nacional para que, de conformidad con la disponibilidad presupuestal, el Marco Fiscal de Mediano Plazo y el Marco de Gasto de Mediano Plazo, incorpore dentro del Presupuesto General de la Nación los recursos necesarios para desarrollar, a través del Sistema de Medios Públicos, un proyecto audiovisual que trate sobre la historia, archivo histórico y trayectoria de la Institución Educativa Colegio de Santa Librada del Distrito de Santiago de Cali.
