El numeral 2º del Artículo 29 de la Ley 120 de 1919 . Quedará así:
Cuando se estorbe o se eluda de alguna manera el derecho de vigilancia que tiene el Gobierno conforme al numeral 5o, del Artículo 23 de la ley 120 de 1919 y cuando no se pongan en práctica las medidas tomadas por el Gobierno, conducentes a la defensa de Nación.
