En caso de no ser incluida la partida anterior en el presupuesto nacional de la vigencia fiscal correspondiente, según lo ordena el artículo 3º. de la presente Ley, se autoriza al Gobierno Nacional para efectuar las operaciones presupuestales correspondientes, obtener los empréstitos y celebrar los contratos necesarios a fin de dar cumplimiento a la presente Ley.
