Los Municipios cuya población sea de diez mil o más habitantes, están obligados a sostener permanentemente un vacunador oficial, cuyas funciones reglamentará el respectivo Director Departamental de Higiene.

Esta misma obligación tendrán los Municipios de menor población cuando apareciere en alguno de ellos una epidemia de viruela.
