El cumplimiento de esta Ley, por parte del Gobierno Nacional, quedará condicionado a que los Municipios de El Carmen y Majagual concurran a la realización de las respectivas obras, mediante el aporte de los terrenos adecuados no solamente para la construcción de los edificios, sino también para sus campos de deporte y demás instalaciones inherentes.
