El jefe del respectivo organismo, conforme a lo dispuesto en el artículo anterior y mediante resolución de carácter general, fijará la manera como deben estimarse los factores señalados para calificar a los peticionarios. Según la naturaleza de las obras o estudios por ejecutar, se podrán adoptar diversas fórmulas o sistemas de calificación. A cada clasificación debe corresponder una calificación.
