El Gobierno reglamentara la forma comercial en que puedan facilitarse los créditos, dictara las medidas de seguridad y limitación. La Junta Directiva de la Caja de Retiro de la Armada determinara la inversión que pueda darse a los dineros horrados, o a su devolución, para que reanude en beneficio del mismo personal.
