A excepción de las cooperativas la autoridad competente no podrá conceder reconocimiento para su funcionamiento a empresa alguna cuyo objeto social sea la prestación del servicio público de transporte municipal colectivo de pasajeros y mixto; sin la autorización previa de constitución.
