"Si alguna de las Partes contratantes estima imposible poner en aplicación cualquiera de las disposiciones del presente capítulo, en su comercio con otro país, por no ser este parte de la presente Convención, esa Parte contratante no estará obligada a cumplirlas sino en la medida en que las circunstancias lo permitan.
