Adiciónese un parágrafo transitorio al artículo 872 del Estatuto Tributario:

"Parágrafo transitorio. Por los años 2004 a 2007 inclusive la Tarifa del Gravamen a los Movimientos Financieros será del cuatro por mil (4 x 1.000).
