Art. 89. El Gobierno distribuirá en cada Departamento administrativo, de manera ordenada y metódica, el grupo de gastos relativos á la naturaleza y destino del Ramo del servicio público para suyo sostenimiento se apropian los créditos en los Presupuestos nacionales.
