Se autoriza al Gobierno para hacer un arreglo con el Banco Central Hipotecario, en el sentido de que sean deshipotecados en el menor término posible los inmuebles de la ciudad de Manizales que sirvieron de garantía al préstamo con que se auxilió a los damnificados por el incendio de esta ciudad, de acuerdo con la Ley 44 de 1925 .
