ARTICULO 4 º. El presente decreto no se aplicará a los empleados públicos docentes de las instituciones de educación superior, que tengan sistemas de remuneración especial establecido por disposiciones con jerarquía de ley de la República, o en desarrollo de la Ley 4º de 1992.
