Autorícese al Gobierno Nacional para que a través del Ministerio de Cultura publique un libro biográfico e ilustrativo con las obras artísticas del Maestro Ómar Rayo, para lo cual deberá contar con la colaboración armoniosa del Museo de Rayo en Roldanillo, Valle del Cauca.

Un ejemplar del libro será distribuido en cada uno de los museos de arte del país, en la Biblioteca del Congreso de la República, la Biblioteca Nacional y la Biblioteca Luis Ángel Arango en Bogotá.
