Para los gastos de cada uno de los servicios administrativos se abrirán créditos sobre la masa de los fondos del Tesoro, sin apropiar para el pago los productos de ciertos o determinados ramos de ingresos. En consecuencia, no se llevarán cuentas parciales separadas de los productos de un mismo ramo.
