Articulo 24. Los prestamos con destino a operaciones industriales o mineras, se harán a personas naturales o jurídicas colombianas y a los extranjeros que tengan no menos de cinco años de haberse domiciliado en el país. También podrán concederse prestamos industriales a sociedades constituidas conforme a las ley colombianas, que tengan a lo menos el sesenta por ciento de su capital y de sus reservas invertidos en Colombia.
