Si el área que posee el Gobierno en la manzana a que se refiere el artículo anterior fuere insuficiente por su extensión o si dificultare por su forma el desarrollo de los planos adoptados, el Gobierno podrá hacer las expropiaciones de áreas adyacentes que estime necesarias, por tratarse de una obra que por esta Ley se declara de utilidad pública.
