La presente Ley tiene como finalidad hacer efectivos los derechos de los niños, niñas y adolescentes menores de dieciséis (16) años a tener contacto con ambos progenitores, o quienes ostenten la custodia y cuidado personal, y a no ser sustraídos o retenidos, y asegurar su retorno al lugar de su residencia habitual y/o salvaguardar el derecho de visitas.
