Artículo primero. De las pautas generales que deberán orientar el comercio exterior.

Las normas que expida el Gobierno Nacional en materia de comercio exterior deberán consultar prioritariamente las siguientes pautas:

Promover las exportaciones de bienes y servicios, su diversificación y estimular la industria y los sectores productivos nacionales.

Facilitar el desarrollo y la aplicación de los tratados internacionales vigentes.

Adecuar en forma permanente la legislación nacional a los cambios del comercio internacional.
