La contribución a que se refiere el artículo anterior será incluida necesariamente en el Presupuesto Nacional en cualesquiera de las vigencias próximas. En caso de no hacerse la inclusión de esa partida, facúltase ampliamente al Gobierno para hacer los traslados o para abrir los créditos adicionales en los Presupuestos, a fin de dar cumplimiento a esta Ley.
