El Artículo 177 de la Constitución Nacional quedará así:

Cada Departamento constituirá una circunscripción para la elección de Representantes.

Créanse, además, las siguientes circunscripciones electorales: la de San Andrés y providencia, capital San Andrés; la del Caquetá y Amazonas, capital Florencia; la del Putumayo, capital Mocoa; la de Arauca, Vichada, Vaupés y Guainía, capital Arauca.
