El artículo 997 del Código de Comercio, quedará así: Artículo 997. El Gobierno reglamentará el funcionamiento de las empresas de transporte, terminales, centros de información y distribución de transporte, especialmente en cuanto a la seguridad de los pasajeros y la carga, la higiene y la seguridad de los vehículos, naves, aeronaves, puertos, estaciones, bodegas y demás instalaciones y en cuanto a las tarifas, horarios, itinerarios y reglamentos de las empresas. Así mismo establecerá la escala de sanciones por la violación de normas legales y reglamentarias.
