A partir de la vigencia de la presente Ley, el Gobierno Nacional procederá a realizar las gestiones conducentes a la construcción de un edificio moderno en la ciudad de Barranquilla, con destino a las oficinas nacionales y en el lote de terreno que el Municipio de Barranquilla le cede gratuitamente a la Nación.
