De acuerdo con el anterior artículo y el inciso 1° del artículo 120 de la Constitución, la naturalización es un acto soberano y discrecional de la autoridad pública y por consiguiente el Gobierno puede expedir carta de ciudadanía o naturaleza a los extranjeros que la soliciten.
