Art. 62. El Tesorero general, en vista de los presupuestos que deben pasarle las oficinas principales de Hacienda de los Departamentos, formará y pasará al Ministerio de Hacienda, por trimestres anticipados, un presupuesto general del papel sellado y de las estampillas de Timbre Nacional necesarios para el consumo.
