El auxilio decretado en el Artículo 2o. se incluirá en el Presupuesto de Gastos de la Inversión para la próxima vigencia fiscal, y si por algún lo motivo no lo fuere, el Gobernador queda autorizado para abrir los créditos y hacer las traslaciones correspondientes.
