El Gobierno Nacional, por intermedio del Ministerio de Educación, procederá a construír en el Municipio de Tenjo, Cundinamarca, un edificio adecuado para el establecimiento de la Escuela - Taller Cardenal Luque que, de acuerdo con reglamentación que elaborará el referido Ministerio, alojará a los niños y niñas desamparados de la ciudad de Bogotá, D. E., suministrándoles los elementos culturales y las enseñanzas prácticas que se requieran para incorporarlos al trabajo creador.
