Solamente para apropiaciones de "servicios personales", "servicio públicos", "servicios de comunicaciones" y "arrendamientos" podrán librarse giros para gastos oficiales con carácter permanente. En casos especiales la Dirección General del Presupuesto podrá autorizar, dentro de cada vigencia fiscal, que se libren estos giros para otra clase de gastos.
