En la prestación de los servicios de que trata el presente Decreto, el Instituto Colombiano de Bienestar Familiar dará especial prioridad a las zonas marginales de las ciudades, a las áreas rurales más necesitadas y a los barrios obreros. Asimismo el Instituto dará atención preferencial a los hijos menores de 2 años de las trabajadoras de aquellas empresas que tengan más de 50 empleadas.
