La ejecución de las obras de que tratan los dos artículos anteriores, se decretara por los Consejos Municipales de los Distritos en cuya jurisdicción deban realizarse, y encaso de desacuerdo entre dos o más Consejos, decidirá la Asamblea Departamental respectiva si deben o no llevarse a cabo tales obras. Si estuvieren interesados Municipios de dos o más Departamentos y no se pusieren de acuerdo, solo podrán ejecutarse las obras por disposición acorde de las respectivas Asambleas.
