Durante la ejecución presupuestal, no podrá efectuarse nuevos gastos con cargo al Tesoro Nacional, sin haber establecido el recurso fiscal, necesario y suficiente, para incrementar el presupuesto de rentas y recursos de capital que se ejecuta, a fin de conservar su equilibrio.
