º Del apoyo a la pequeña y mediana industria. Las entidades a las cuales, se aplica este Decreto que celebren contratos de adquisición de bienes muebles con empresas de la pequeña y mediana industria nacional, deberán entregar un anticipo no inferior al veinticinco por ciento (25%) del valor del contrato. En ejercicio de la potestad reglamentaria, el Gobierno Nacional definirá lo que debe entenderse por empresas de la pequeña y mediana industria nacional.
