El investigador tendrá un término de treinta (30) días para perfeccionar la averiguación, vencido el cual y dentro de los cinco (5) días siguientes formulará los cargos si encontrare mérito para ello. Si el investigador fuere un comisionado, una vez perfeccionada la averiguación pasará el expediente al comitente, con informe evaluativo, para que resuelva sobre formulación de cargos.
