Artículo quinto. El Instituto Colombiano de Construcciones Escolares hará los estudios técnicos necesarios para determinar la extensión de terreno que el Instituto de Crédito Territorial y el Banco Central Hipotecario y las Compañías de Seguros deban reservar en cada urbanización, para los servicios de educación primaria y media de la población escolar del respectivo programa de vivienda.
