Art. 1.° El Poder Ejecutivo nacional dispondrá inmediatamente después de la sancion de esta lei, que de los fondos de la Aduana de Cartajena se entreguen diez mil pesos ($ 10,000) al Presidente del Estado soberano de Bolívar, para que éste los invierta de la manera siguiente: mil quinientos pesos ($ 1,500) en la reconstruccion de los dos locales de Escuelas primarias del distrito de Lorica, i ocho mil quinientos pesos ($ 8,500) en la de las cases incendiadas i pertenecientes a individuos notoriamente pobres, vecinos del mismo distrito, entre quienes hará distribuir dicha suma de la manera mas efectiva i equitativa que estime con veniente.
