La Nación, el Banco de la República, la Financiera Energética Nacional S. A., FEN, y las entidades tenedoras de los Títulos de Regulación del Excedente Nacional, según el caso efectuarán la cesión y la sustitución previstas en los artículos 12, 13 y 14 a más tardar dentro de los seis (6) meses siguientes a la fecha de expedición de este Decreto.
