Esta Ley, que regirá desde su sanción, modifica la número 91 de 1965 en cuanto su vigencia y a la aplicación posterior de los fondos que se recauden por concepto del uso obligatorio de la Estampilla que se ordena emitir, deroga cualquier disposición que le sea contraria y adiciona las vigentes sobre auxilios a la Universidad del Valle.
