Artículo cuarto. Cuando las ofensas a que se refiere el Decreto 3000 de 1954, se dirijan al Jefe del Estado, el proceso podrá iniciarse, también, a solicitud del Procurador General de la Nación, del Jefe del Servicio de Inteligencia Colombiano (SIC), de un Fiscal del Tribunal Superior del respectivo Distrito Judicial o del Gobernador del Departamento.
