Art. 4°. Para los gastos preparatorios de la ejecucion dé la obra, el Poder Ejecutivo negociará la anticipacion de la suma que juzgue necesaria, por medio de operaciones de crédito, pero el descuento inicial no será mayor del diez por ciento, ni el interes excederá del seis por ciento anual, y la negociacion se hará en todo caso, por medio de títulos al portador ó nominales, que se ofrecerán á los compradores en pública subasta.
