El Presupuesto de Rentas e Ingresos tendrán como base el principio de Universalidad. Por lo tanto, los estimativos incluirán, sin excepción, el reconocimiento total de las rentas provenientes de bienes, servicios o actividades propias de la entidad, las cesiones y donaciones y todos los recursos financieros que espere recibir durante el año fiscal sin deducción alguna.
