Art. 1.° Con el fin de fomentar la navegación por vapor del Bajo Cauca y de su afluente el Nechí, se destina el Tesoro nacional y por espacio de cinco años, la cantidad de veinte mil pesos ($20,000) anuales, que se apropiará en el Presupuesto de Gastos.
