Art. 8.° El funcionario ó empleado público que, separándose de las disposiciones del artículo 26 de la Constitucion, sobre el modo de formar la fuerza pública nacional, empleare el medio del reclutamiento forzoso con ese objeto, quedará sujeto á castigo por violacion de la seguridad personal garantizada por el inciso 4.°, artículo 15 de la Constitucion federal, conforme al artículo 136 del Código Penal.
