° A partir de la vigencia del presente Decreto y hasta el 31 de diciembre de 1990, el valor mensual por concepto de sueldos básicos y gastos de representación de la nómina de personal del Ministerio de Trabajo y Seguridad Social, no podrá exceder de ciento cuarenta y seis millones de pesos ($ 146.000.000.00) moneda corriente. A partir del 1° de enero de 1991, el valor mensual por concepto de sueldos básicos y gastos de representación de la nómina de personal del Ministerio de Trabajo y Seguridad Social podrá ser igual al valor mensual total de los sueldos de la planta de personal que se aprueba por el presente Decreto, o sea la suma de ciento sesenta y cuatro millones ochocientos ochenta y tres mil ochocientos cincuenta y seis pesos con 20/100 ($ 164.883.856.20) moneda corriente.
