Tan luego como se hayan emitido los Pagarés de que trata este decreto, continuará amortizándose con ellos la deuda interior en los términos fijados en el Código fiscal ; pero para que las propuestas sean aceptables es preciso que el proponente ofrezca como empréstito voluntario al Gobierno, una suma de dinero igual al valor efectivo del remate. El valor de éste i el del empréstito se cubrirán con Pagarés del Tesoro.
